- 11/15/2011 - EPE's guidance on leased systems. Guidance is as follows: 1) EPE allows solar leases within its service area. 2) Within the context of the solar PV incentive program, EPE will generally consider leased systems to be eligible for incentives only if the lease is structured so that at or prior to the termination of the lease, the system must be purchased by the retail customer. Any contractual option to remove the system at or prior to the close of the lease term would make such a system ineligible for the incentive program. 3) The incentive level available to a leased system shall be dependent on the retail customer. If the retail customer is a residential customer, then the residential incentive level shall apply. 4) EPE shall require the Interconnection Agreement to be between EPE and the retail customer. The PPAF has been updated to include financial information relevant to leased systems and a customer affidavit regarding the terms of the lease.
